CITA Seeks Comments on

NAFTA "Short Supply" Request

for Acrylic Staple Fiber

 

 

 

The Committee for the Implementation of Textile Agreements is requesting written comments by July 25, 2008 regarding a "short supply" request it received under the North American Free Trade Agreement from the Government of Canada for acrylic staple fiber. In its petition, Canada:

                                                                                                                                         

·        alleges that acrylic staple fiber, classified under HTS subheading 5503.30.0000 cannot be supplied by the domestic industry in commercial quantities in a timely manner, and

 

·        requests that the governments of Mexico and the U.S. consult to consider whether the NAFTA rule of origin for thread and yarns classified under HTS subheadings 5508 through 5511 should be modified to allow the use of non-North American acrylic staple fiber.

 

CITA Seeks Comments on Availability of Acrylic Staple Fiber, Etc.

 

CITA states that it is soliciting public comments regarding this request, particularly with respect to whether acrylic staple fiber as described above can be supplied by the domestic industry in commercial quantities in a timely manner.

 

NAFTA Agreement, Proclamation Needed to Implement Change

 

CITA explains that the President may proclaim a modification to the NAFTA rules of origin only after reaching agreement with the other NAFTA countries. However, CITA sources have previously stated that this responsibility has been delegated to the Office of the U.S. Trade Representative.
