1.         Weekly TRQ/TPL Commodity Report as of December 26, 2007

 

U.S. Customs and Border Protection has issued its weekly tariff rate quota and tariff preference level commodity report as of December 26, 2007. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP’s weekly TRQ/TPL commodity report, dated 12/26/07, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)

 

 

2.         CBP Announces New QBT Numbering System, Will Start in 2008

 

CBP has issued a notice announcing that HQ Quota is implementing a new numbering system for Quota Book Transmittals (QBTs) designed to eliminate duplication of general information notices that apply to the overall quota process.

 

Effective with QBTs issued in 2008, the new numbering system will apply:

 

001-099 - for General Information

 

100-499 - for Textiles

 

500-Beyond - for Agriculture and Other Non-Textiles

3.         2008 TRQs for Certain Worsted Wool Fabrics Open January 2, 2008

 

CBP has posted a notice announcing that the 2008 TRQs for certain worsted wool fabrics suitable for use in making suits, suit-type jackets, or trousers will open on Wednesday, January 2, 2008 with the following restraint levels:

According to CBP, the importation of worsted wool fabrics under HTS 9902.51.11, 9902.51.15, and 9902.51.16 shall only be allowed to importers who have a license issued by the Department of Commerce (DOC) or who have written authorization to use another person's DOC license. 4.         2008 TRQ for Beef Opens January 2, 2008

 

CBP has posted a notice announcing that the 2008 TRQ for beef provided for in HTS Chapter 2, Additional U.S. Note 3 will open on Wednesday, January 2, 2008 with the below-listed countries having the following low-duty access amounts:

20,000,000 kg

Australia (export certificate required)

378,214,000 kg

Canada

no limit

Japan

200,000 kg

Mexico

no limit

New Zealand (export certificate required)

CBP notes that imports under these provisions are subject to U.S. Trade Representative (USTR) regulations (see 15 CFR Part 2012 (Implementation of TRQs for Beef)).

 

1Note that CBP's notice incorrectly lists New Zealand's low-duty access amount as 3,402,000 kg. CBP sources have confirmed that the correct amount is 213,402,000 kg.

CBP has posted a notice announcing that the 2008 TRQ for chocolate provided for in HTS Chapter 18, Additional U.S. Note 2 will open on Wednesday, January 2, 2008. The aggregate low-duty quantity is 26,167,700 kg with the below-listed countries having the following minimum access amounts:

8.         2008 TRQ for Butter Substitutes Opens January 2, 2008

 

            CBP has posted a notice announcing that the 2008 TRQ for butter substitutes as provided for in HTS Chapter 4, Additional U.S. Note 14 will open on Wednesday, January 2, 2008 with a low-duty quantity of 6,080,500 kg.

CBP has posted a notice announcing that the 2008 TRQ for blue-mold cheese provided for in HTS Chapter 4, Additional U.S. Note 17 will open on Wednesday, January 2, 2008. CBP notes that products described in HTS Chapter 4, Additional U.S. Note 17 are subject to agriculture licensing. The below listed countries have the following low-duty access amounts:

The aggregate low-duty quantity is 2,122,834 kg, with the below-listed countries having the following minimum access amounts:
