CATAIR Amendment 22

U.S. Customs and Border Protection has posted to its Web site Amendment 22, dated December 2007, to the Customs and Trade Automated Interface Requirements document.

 

(The CATAIR provides complete information on how importers and/or their agents can become ABI participants, as well as how they can provide electronic import information to CBP via ABI, and receive transmissions from ABI once they have become a participant. The CATAIR begins with general information about ABI participation along with instructions on how to become an ABI participant. The main body of the CATAIR consists of data record formats used for conducting electronic data interchange (EDI) between the participant's computer system and CBP's ABI.)

 

According to CBP, the CATAIR has been amended as follows:

 

Cargo Release

 

Transaction Processing – The seventh paragraph was revised to read "Cargo release data may be submitted for release processing with the estimated date of arrival up to 90 days in the past and 60 days in the future." (Previously, cargo release data could be submitted with the estimated date of arrival up to 90 days in the past and 90 days in the future.)

 

Foreign Trade Zone

 

Record Identifier FT10 (Input) and Record Identifier ZD10 (Output) – The data element "EIN of Applicant” was renamed “IRS Identifier” (12AN) in positions 38-49.

 

Line Release

 

Record Identifier X25 (Output) has been revised as follows:

 

·        The data element “Bill of Lading Number” was renamed “Master Bill Number” (16AN) in positions 4-19 and edits in the description were made.  The description now reads "The master bill number as listed on the manifest.  If the number is less than 16 positions, left justify."

 

·        New data element “Mode of Transportation (MOT) Code” (2N) in positions 60-61 was added.  This data element lists the valid codes for the MOT.

 

·        The positions of data element “Filler” (19AN) were changed to “62-80”.

 

Reconciliation

 

Record Identifier R17 (Input) – Edits were made to the description of data element “Interest Payment Amount” (12N). The description now reads "The interest payment amount field is the amount of the interest that should appear as payable on the statement.  It must be equal to the Total Reconciliation Interest on the R91 record. If the interest payment amount is zero, zero-fill this field.  Input is in implied decimal format (last two digits of transmitted amount will be considered as cents), right justified.  Leading zeros will be required.  For “R” (replacement) transactions, no new statement will be generated."
