of Harmonized Tariff Schedule
(Contains Some HR 6111 Changes)
The International Trade Commission has posted to its Web site the electronic
version of the 2007 HTS (Preliminary – Effective Jan. 1, 2007).
The ITC states that effective January 1, 2007, this version includes
scheduled rate changes under several trade agreements (staged duty rate
reductions for 2007).
This version also includes changes in reporting at the statistical level
(the 9th - 10th digits) approved by the Committee for
Statistical Annotation of Tariff Schedules (the “484f Committee”) for certain
tariff numbers in Chapters 3, 8, 39, 44, 48, 72, 73, and 85.
The ITC states that it does not include upcoming World Customs
Organization (WCO) changes as a result of modifications in the international
Harmonized System (HS) nomenclature. (According to trade sources, the WCO
changes are expected to take effect no earlier than February 1, 2007.)
Nor does this version of the HTS include changes from certain provisions
of the Tax Relief and Health Care Act of 2006 (HR 6111), which will become
effective after January 1, 2007.
However, a review of the Change Record for the posted version of the HTS
suggests that a number of HR 6111 changes that are effective December 20, 2006
or earlier, are reflected in this version, including changes affecting certain
tariff numbers in Chapters 70 and 99.
