CBP/FDA Message on PN Rejects

Due to “Mismatch” Between Food Facility Registration

Number and Manufacturer I.D.

 

 

 

U.S. Customs and Border Protection (CBP) and the Food and Drug Administration (FDA) have issued an ABI administrative message regarding Prior Notice (PN) rejects with the reason code “M” which stands for “Mismatch in Registration.” 

 

Hundreds of PNs Are Rejected Each Week for a Mismatch Between PFR and MID

 

CBP and FDA state that every week hundreds of FDA PN lines are rejected through the ‘BN’ transaction with the reason code “M.”  The “match” that FDA does is between the name and address in the PN affirmation of compliance (AOC) ‘PFR’ food facility registration number and the manufacturer’s identification (MID) supplied in the entry.

 

Most “Mismatch” PN Rejects Concern MIDs with Improper ISO Country Codes

 

A review of these rejects shows the main problem is with the creation of and continued use of improperly constructed MIDs, especially in regards to the International Organization for Standardization (ISO) country code.

 

According to CBP and FDA, the following country codes are responsible for 90% of the problems:

 

·      Australia is ‘AU’ and Austria is ‘AT’

 

·      Saudi Arabia is ‘SA’ and South Africa is ‘ZA’

 

·      Belgium is ‘BE’ and Bulgaria is ‘BG’

 

·      Switzerland is ‘CH’ (not any code beginning with ‘S’)

 

·      Kenya is ‘KE’ and Korea is ‘KR’

 

·      Sri Lanka is ‘LK’ and Sierra Leone is ‘SL’

 

·      Singapore is ‘SG,’ Slovenia is ‘SI’ and Senegal is ‘SN’

 

·      The “I” countries are where most errors are made:

 

ID = Indonesia

IE = Ireland

IL = Israel

IN = India

IQ = Iraq

IR = Iran

IS = Iceland

IT = Italy

 

·      Another significant problem area is the use of ISO codes for U.S.-based manufacturers when the ISO code is the same as the U.S. postal code for the state.  For example:

 

Little Rock and Argentina

Chicago and Israel

Mobile and Albania

New Orleans and Laos

Denver and Colombia

Minneapolis and Mongolia

 

CBP and FDA further state that the ISO codes that should never be sent for U.S. addresses that match U.S. postal codes (i.e., only ‘US’ should be used) are: AR, AL, AZ, CO, DE, GA, ID, IL, IN, KE, LA, MA, MD, MN, MO, MS, MT, NC, NE, PA, SD, SC, TN, and VA.
