Not Using Foreign-Based Consignees
U.S. Customs and Border Protection (CBP) and the Food and Drug Administration (FDA) have issued an administrative message to all ABI filers and ABI software vendors and service bureaus, which states that a foreign-based consignee should not be used in FDA Prior Notice (PN).
366 Entries Have Been Rejected for Using a Foreign-Based Consignee Since Phase 5 Began
CBP states that in spite of several emails issued in the past (specifically, Adm: 04-0577) warning filers not to transmit a foreign-based consignee in any entry that involves FDA and especially when the entry involves Bioterrorism Act (BTA) PN, 366 entries have been rejected for use of a foreign consignee since the beginning of Phase Five of BTA/PN on November 8, 2004.
