CITA Cancels Visa, ELVIS, GAL Certification,
and Exempt Certification Requirements
for Textiles Exported from WTO Member Countries
The Committee for the Implementation of Textile Agreements (CITA) has issued a notice announcing that it is directing U.S. Customs and Border Protection (CBP) to cancel all requirements for visas, Electronic Visa Information System (ELVIS) transmissions, Guaranteed Access Level (GAL) certifications, and exempt certifications for textile goods exported from World Trade Organization (WTO) member countries on or after January 1, 2005.
Visa Arrangements Will Be Terminated for WTO Countries Due to End of Quota
CITA states that in accordance with its obligations under the WTO, the U.S. will no longer impose textile and apparel quotas under the WTO Agreement on Textiles and Clothing (ATC) for goods exported on or after January 1, 2005.
Consistent with these obligations, CITA states that the U.S. has informed its trading partners, with whom it has entered into visa arrangements in order to carry out such quotas and which are members of the WTO, that such visa arrangements will be terminated and will not apply to goods ... ( More )
